    [Part I was reviewed above, see Zbl 0897.53046.] The authors answer the question which connected Lie groups can be exactly the universal cover of the identity component of a compact Lorentz manifold, proving the following Theorem 1.2: Let \(G\) be a connected, simply connected Lie group. Then the following are equivalent: (1) There exists a compact connected Lorentz manifold \(M\) such that \(G\) is the universal cover of the identity component of the isometry group of \(M\); and (2) \(G\) is isomorphic to \(L\times K\times \mathbb{R}^d\), where \(K\) is compact and semisimple (or trivial), \(d\geq 0\), and \(L\) is in the following list: (a) \(SL(2, \mathbb{R})\), (b) a Heisenberg group \(H_n\), (c) a certain countable family of semidirect products \(\mathbb{R} \ltimes H_n\), (d) the trivial group \(\{e\}\).
