The following linear hypersingular integral equation is considered \[ \iint\limits_{\Sigma}g(x)K_r(x^0,x)d\sigma_x=f(x^0),\quad x^0\in\Sigma. \tag{1} \] This equation arises when solving the Neumann boundary value problem for the Laplace equation (when the solution is constructed in the form of the double layer potential). Here \(\Sigma\) is a closed smooth surface of class \(C^4\) that is the boundary of some bounded domain \(\Omega_0\subset R^3\), \[ K_r(x^0,x)=\frac{\partial}{\partial n(x^0)}\frac{\partial}{\partial n(x)}F(x^0-x), \quad x,x^0\in \mathbb{R}^3, \quad x\neq x^0, \quad F(x)=\frac{1}{4\pi|x|}, \] \(n(x)\) is a normal vector to the surface \(\Sigma\). The hypersingular integral in (1) is treated in the sense of the Hadamard finite value. The authors study the case in which an exterior or interior boundary value problem is solved in a domain whose boundary is a smooth closed surface and the integral equation is written out on that surface. For the numerical solution of the integral equation, the surface is approximated by spatial polygons whose vertices lie on the surface. A numerical scheme is constructed for solving the integral equation on the basis of such an approximation to the surface with the use of quadrature formulas of the type of the method of discrete singularities with regularization. The uniform convergence is proved.
