    The author studies oscillatory integral operators of the form \[ (T_ \lambda f)(x)=\int e^{i\lambda\Phi(x,y)}K(x-y)f(y)dy\quad,x\in R^ n,\tag{1} \] where the phase function \(\Phi\) is smooth, \(\text{rank}(\partial^ 2\Phi/\partial x_ i\partial x_ j)\geq m\), \(\lambda\) is a positive number, \(K\) is homogeneous of degree \(\mu\), and \(\varphi\) is smooth with compact support. The goal of the paper is to prove the uniform estimate (2) \(\| T_ \lambda\|_ p\leq C_ p\lambda^{- (n-\mu)/2}\), where \(\|\cdot\|_ p\) stands for the operator norm in \(L_ p\)-spaces. The following cases are considered: case 1 \((n-m<\mu<n,\;p=2)\); case 2 \((\mu=n,\;m=0,\;1<p<\infty)\); case 3 \((m=n,\;\mu=0,\;p=2)\). In the first case the estimate (2) is always true. In the case 2 a counterexample shows that there exists a \(\Phi(x,y)\) for which the estimate (2) is not possible. But this estimate is valid for the phase functions \(\Phi\) with the property: at every point \((x_ 0,y_ 0)\in\text{supp} \varphi\) there exists \((i,j)\) such that \(\partial^ 2\Phi/\partial x_ i\partial x_ j\) does not vanish of infinite order. In the case 3 the estimate (2) is true even for more general functions \(K(x,y)\) satisfying \(|\partial_ x^ \alpha\partial_ y^ \beta K(x,y)|\leq C_{\alpha\beta}| x-y|^{-|\alpha|-|\beta|}\).
