The authors consider a model described by a planar system of differential equations \[ \dot{u}=r(v)G(u)-\omega u, \quad \dot{v}=-h(u)v+S(t), \] where \(u\) is the level of riot activity, \(v\) measures the social tension, and \(S(t)\) is a time-periodic source term. They find conditions for the existence of quiet cycles (with \(u(t)\equiv 0\)) and exited cycles (with \(u(t)>0\)).
