    A cyclic Steiner triple system with \(v\) points and starter blocks \({\mathcal B}\) exists if and only if \(v\equiv 1\), \(3\pmod 6\) and \(v\neq 9\) [\textit{R. Peltesohn}, Compos. Math. 6, 251-257 (1939; Zbl 0020.04902)]. The authors are interested in constructing such designs over \(\mathbb{Z}_ v\) which have a nontrivial multiplier automorphism; that is, there is a \(\lambda\neq 1\) so that \(\lambda{\mathcal B}\) is a set of starter blocks for the same design. Conjectures concerning the existence of such designs are presented and necessary and sufficient conditions are found to support them. In particular it is shown that a cyclic Steiner triple system with a nontrivial multiplier exists when \(v=p^ t\), \(p\) prime and \(p\equiv 1\pmod 6\), and does not exist when \(v=(2^ \alpha+1)^ t>3\) and \(2^ \alpha+1\) is prime. A complete solution is given for all orders \(v\), \(v<1000\).
