    For a generalized Kac-Moody algebra \(\mathfrak g\) with an integral Borcherds-Cartan matrix, the authors construct and study a certain weak Hopf algebra \(wU_q^d(\mathfrak g)\). The weak Hopf algebra structure on \(wU_q^d(\mathfrak g)\) is given explicitly. The algebra \(wU_q^d(\mathfrak g)\) contains the usual quantum algebra \(U_q(\mathfrak g)\) as a direct summand. An explicit basis of \(wU_q^d(\mathfrak g)\) is given. The authors define highest weight modules over \(wU_q^d(\mathfrak g)\), construct Verma modules and establish their universal property. Finally, the authors study weak \(A\)-forms on highest weight \(wU_q^d(\mathfrak g)\)-modules.
