The paper is the continuation of another paper by the same authors [Russ. Math. Surv. 74, No. 2, 325--361 (2019; Zbl 1433.58019); translation from Usp. Mat. Nauk 74, No. 2, 149--186 (2019)]. In both papers the authors study the flow on a Riemannian manifold \(M\) generated by a constant magnetic field associated with a closed two-form \(F\). If \(F\) satisfies the integrality condition, i.e., \(F\in H^2(M, {\mathbb Z})\), then there exists a Hermitian line bundle \(L\) over \(M\) and Laplacian operators acting on the sections of the tensor powers \(L^N\) of \(L\). The Riemannian manifold \(M\) which the authors consider is the quotient of the upper half-plane \(H\) under the action of some discrete group \(\Gamma\) and it is equipped with constant curvature metrics. Computations in the paper are explicit and have been done in both Hamiltonian and Lagrangian formalisms. It is shown that these computations can be done also within the group-theoretical formalism relying on AKN decomposition of \(\mathrm{SL}(2, {\mathbb R})\). This allows sections of the quantum line bundles \(L^N\) to be identified with special classes of functions on \(H\) and in this way one can study the spectrum of the Laplacians acting on them. This identification allows also to perform a detailed study of the eigenvalues and eigenfunctions of the magnetic Laplacians and to establish various interesting facts about the spectrum in the vicinity of the Mañé critical level.
