    The title control problem can be interpreted as determination of the heat flux from a thin inclusion in a two-layered body of revolution, which maintains a prescribed temperature of the outer boundary of the inner body. The authors prove the existence of classical solution to the continuous control problem, and construct finite element approximations for which they give error estimates.
