Nonlocal elasticity connects the classical continuum mechanics, atomic dynamics, and the effect of material microstructure. Using boundary integral equation and boundary element method, the authors propose a method for solving the title problem. The results obtained (expressions for quantities of mechanical significance) are in accordance with published analytical and experimental investigations.
