The author proves that \[ \max_{T\leq t\leq T+\Delta}| \zeta({\textstyle{1\over2}}+it)| \geq \text{ e}^{A\log\Delta\log T}\quad(0 < \Delta < 1/3),\leqno(1) \] where \(A>0\) is an absolute constant. This extends the range of validity of (1), as \textit{A. A. Karatsuba} [Dokl. Math. 63, No. 1, 9--10 (2001); translation from Dokl. Akad. Nauk, Ross. Akad. Nauk 376, No. 1, 15--16 (2001; Zbl 1047.11082), Math. Notes 70, No. 5, 724-726 (2001); translation from Mat. Zametki 70, No. 5, 796-797 (2001; Zbl 1137.11332)] proved (1) for \(0 < \Delta < 1/\log T\). Karatsuba also made several conjectures involving the order of the Riemann zeta-function \(\zeta(s)\) in very short intervals, some of which involve the Riemann hypothesis. In another result of this paper, the author establishes the equivalence of two of these conjectures. The proof of (1) follows simply from the classical formula \[ \log| \zeta(s)| = \sum_{| t-\gamma| \leq1}\log| s-\rho| + O(\log t), \] where \(\rho = \beta + i\gamma\) denotes complex zeros of \(\zeta(s)\), and the inequality \[ \max_{T\leq t\leq T+\Delta}| p(t)| \geq 2^{3-4N}\Delta^N, \] which is valid for any monic polynomial \(p(t)\) with complex coefficients of degree \(N\).
