In the paper a conditional probability is described as a difference set. The main idea is that a system is in some state and from this state it can get to another state if some properties are fulfilled. A partial binary operation \(\ominus \) is defined that can be interpreted as a change of a state. Raising some logical questions about changes of states the author obtains the structure that is called a difference set.
