    The main goal of this article is to extend the study of normal homogeneous Riemannian spaces to normal homogeneous Finsler spaces. But the definition of normal homogeneous Riemannian can not be directly generalized to the Finslerian case. So to get a natural generalization of the normality in Finsler geometry, the authors use the notion of isometric submersion for Finsler metrics. Then they study some fundamental geometric properties of normal Finsler spaces. They consider normal homogeneous Finsler spaces with positive flag curvature. Let \(G\) be a connected Lie group and \(H\) a closed subgroup of \(G\). Suppose now the homogeneous space \(G/H\) admits a normal homogeneous Finsler space of positive flag curvature. It is proved as the main result of this paper that up to equivalence such \(G/H\) must be one in the following list: {\parindent=7mm\begin{itemize}\item[(1)] Riemannian symmetric coset spaces of rank 1. \item[(2)] Other normal homogeneous Finsler spheres: \(\mathrm{SU}(n)/\mathrm{SU}(n - 1)\), \(\mathrm{U}(n)/\mathrm{U}(n - 1)\), \(\mathrm{Sp}(n)/\mathrm{Sp}(n-1)\), \(\mathrm{Sp}(n)\cdot S^1/\mathrm{Sp}(n-1)\cdot S^1\), \(\mathrm{Sp}(n)\cdot \mathrm{Sp}(1)/\mathrm{Sp}(n-1)\cdot\mathrm{Sp}(1)\), \(G_2/\mathrm{SU}(3)\), \(\mathrm{Spin}(7)/G_2\), \(\mathrm{Spin}(9)/\mathrm{Spin}(7)\). \item[(3)] Exceptional ones: \(\mathrm{SU}(3) \times\mathrm{SO}(3)/\mathrm{U}^\ast(2)\), \(\mathrm{Sp}(2)/\mathrm{SU}(2)\), \(\mathrm{SU}(5)/\mathrm{Sp}(2)\cdot S^1\). \end{itemize}} Then the authors determine the spaces \(G/H\) from this list that admit non-Riemannian normal homogeneous Finsler metrics with positive curvature.
