The authors study the steady Maxwell equations with mixed boundary conditions (tangential component of the electric field and an impedancy boundary condition). The problem is reformulated as an elliptic system and its unique weak solvability is shown. Further they consider a control problem with a weak lower semicontinuous cost functional dependent on the electric field and three controls (right-hand side of the elliptic problem, surface impedance and right-hand side for the impedancy boundary condition). Under certain assumptions on the data, the solvability of the control problem is shown. Under additional assumptions, the authors also prove uniqueness and stability (continuous dependence on the data) for the control problem.
