    The author considers a special free boundary problem for the 3D Navier-Stokes equations. It governs the nonstationary motion of a viscous incompressible liquid layer that covers the surface of a rigid ball rotating around a fixed axis with constant angular velocity \(\omega\). The fluid is subject to the gravitation force generated by the mass of the ball. The self-gravitation forces between the liquid particles and the capillary forces on the free surface are neglected in the presented model. The author studies mainly the stability of the regime of the rigid rotation of the liquid with the same angular velocity. He is able to prove that the regime is stable if \(| \omega |\) is less than a certain constant. The paper is very comprehensive and all the necessary statements are proven in detail.
