The paper considers optimal control problems governed by a semilinear parabolic equation with a control in the third kind boundary conditions. Additional constraints of the type \(\nabla_x y\in C\) are discussed. Here \(\nabla_x y\) is the gradient of the state with respect to the spatial coordinates and \(C\) is a closed convex set with a nonempty interior of some Lebesgue space. In the first part of the paper the authors establish some smoothness properties for solutions of the linearized state equation and its adjoint equation. After that they give representations for increments of the state and the cost functional. Finally, a necessary optimality condition in the form of the Pontryagin's maximum principle is derived.
