    Let \(\overline V\) be a normal projective surface defined over an algebraically closed field of characteristic zero. \(\overline V\) is a log del Pezzo surface of rank one if \(\overline V\) has only quotient singularities, \(-K_{\overline V}\) is ample and \(\text{Pic}(\overline V)\otimes\mathbb{Q}\cong\mathbb{Q}\). Let \(g:V\to\overline V\) be the minimal resolution of singularities and let \(D\) be the exceptional divisor of \(g\). The surface \(\overline{V}\) is often viewed as the pair \((V,D)\). --- The structure of such a pair \((V,D)\) is studied via an irreducible curve \(C\) on \(V\) such that \((g_ *(C),-K_{\overline V})\) attains the smallest positive value. Namely, there are two cases to be considered: (1) \(| C+D+K_ V|\neq\emptyset\) and (2) \(| C+D+K_ V|=\emptyset\). In the case (1), the author proceeds by introducing a notion of quasi- Iitaka surface, which is, by definition, a pair of a nonsingular projective rational surface \(V\) and a reduced effective divisor \(D=A+N\) such that \(A>0\), \(N\geq0\), \(A+K_ V\sim0\) and \(N\) is the exceptional divisor of a minimal resolution of rational double points. The author succeeds in giving a whole description of such surfaces \((V,D)\) in the case (1). In particular, \(V-D\) is affine-uniruled, i.e., there exists a dominant morphism \(\varphi:\mathbb{A}^ 1_ k\times U\to V-D\), where \(U\) is a curve, provided \(\overline{V}=g(V)\) has only rational double points. In the case (2), the author gives a structure theorem on \((V,D)\) under some additional conditions, e.g., a condition that \(C\) meets at least two (-2) components of \(D\). The author is mostly interested in finding a nice \(\mathbb{P}^ 1\)-fibration on \(V\) or in showing that \(V-D\) is affine-uniruled. This result is used to study global properties of \(V-D\), e.g., to compute \(\pi_ 1(V-D)\).
