As it is well known, monodromy is an obstruction to the global definition of the action-angle coordinates for completely integrable Hamiltonian systems. In this paper the author relates monodromy to ambiguity in the choice of the pre-quantum connection following Nekhoroshev's idea for the introduction of action-angle variables in the classical phase space.
