The authors give a technical separability property of Volterra kernels which is necessary and sufficient for their local realizability. An application is given to realizability by bilinear systems. This work is based on earlier results by \textit{C. Lesiak} and \textit{A. Krener} [IEEE Trans. Automatic Control AC-23, 1090-1095 (1978; Zbl 0393.93009)] and \textit{P. Crouch} [SIAM J. Control Optimization 19, 177-202 (1981; Zbl 0477.93016)].
