    Let \(d\geq 2\) (\(d= n\) or \(d=m\)) and \(S^{d-1}\) be the unit sphere in \(\mathbb{R}^d\) equipped with the normalized Lebesgue measure \(d\sigma\). Suppose that \(\Omega(x,y)\) is a homogeneous function of degree zero in both variables \(x\) and \(y\) and it satisfies \(\Omega\in L(S^{n-1}\times S^{m-1})\) and \[ \int_{S^{n-1}} \Omega(x,y)\,d\sigma(x)= \int_{S^{m-1}} \Omega(x,y)\,d\sigma(y)= 0\quad\text{for all }x\text{ and }y. \] The Marcinkiewicz integral operator on \(\mathbb{R}^n\times \mathbb{R}^m\) is defined by \[ \mu_{\Omega,h} f(x)= \Biggl(\int_{\mathbb{R}^2}| F_{s,t}(x,y)|^2 2^{-2(t+s)} dt\Biggr)^{1/2}, \] where \[ F_{s,t}(x,y)= \int_{|u|< 2^t,|v|< 2^s} f(x-u,y-v)\, h(|u|,|v|)\,\Omega(x,y)|x|^{-n+1}|y|^{-m+1}\,dx\,dy \] and \(h\) is a bounded function. In the paper, the author proves that if \(\Omega\) is in a certain block space \(B^{0,0}_q(S^{n-1}\times S^{m-1})\), \(q> 1\), then the operator \(\mu_{\Omega,h}\) is bounded on \(L^p(\mathbb{R}^n\times \mathbb{R}^m)\) for \(1< p<\infty\). The author also establishes the optimality of the condition on \(\Omega\) in the sense that the space \(B^{0,0}_q(S^{n-1}\times S^{m-1})\) cannot be replaced by \(B^{0,r}_q(S^{n-1}\times S^{m-1})\) for any \(-1< r< 0\).
