The author recalls basic results for the spatially homogeneous Boltzmann equations (BE) for singular kernels, including standard computations on the collision operator which is shown to behave like a fractional Laplacian operator. Results on cancellation and coercivity are recalled since they play a crucial role in this review. Regularization properties in the simplest case of the spatially homogeneous BE are treated with Maxwell's type molecules. To extend these results to more general cross-sections, new functional estimates on Boltzmann collision operator are recalled. Landau spatially homogeneous equation, which is closely related to BE, considers more physical cross-sections. Landau spatially inhomogeneous equation is studied for existence and regularization questions. It is shown how ``travelling'' solutions of spacially inhomogeneous BE are constructed with a partial and small regularity property. Since hypoellipticity questions are closely related to BE, problems and applications to model kinetic equations are treated. The BE is completed by means of all tools from the previous section of the review. Thirteen general open questions and problems are raised. The reference list contains 142 entries.
