Foliations transverse to fibers of Seifert manifolds (Q1327478)

Summary: We prove the conjecture of \textit{M. Jankins} and \textit{W. D. Neumann} [Math. Ann. 271, 381-400 (1985; Zbl 0543.57019)] about rotation numbers of products of circle homeomorphisms, which together with other results of \textit{D. Eisenbud, U. Hirsch} and \textit{W. Neumann} [Comment. Math. Helv. 56, 638-660 (1981; Zbl 0516.57015)] and \textit{Jankins and Neumann} [loc. cit.] implies that a Seifert manifold admits foliations transverse to its fibers only if it admits such foliations with a projective transverse structure.
