    Periodic functions satisfy the uncertainty principle \[ \Delta _m (f)\Delta _\theta (f)\geq 1/2, \] where \(\Delta_m(f)\) and \(\Delta_\theta(f)\) represent the frequency localization and the angle localization of \(f\). In this paper a family of scaling functions and periodic wavelets is constructed, such that their uncertainty products are uniformly bounded from above by a constant. For this construction the notions of uniformly local and uniformly regular functions are introduced. The obtained functions are not trigonometric polynomials; they are formed via a \( 2\pi\)--periodic weighted convolution operator on \(L_{2\pi}^2\).
