The authors study the dynamics of a plasma under the influence of heavy point charges in \(\mathbb{R}^3\). The plasma is governed by the Vlasov-Poisson system and the heavy point charges are governed by Newton's second law. Classical solutions to this system are obtained such that the solution has compact velocity spatial support. Regularized solutions are obtained first, and then an appropriate limiting argument is employed to obtain classical solutions of the original system. This allows the possibility of infinite kinetic energy. In the case of a single point charge, existence of weak solutions that have a polynomial propagation of velocity spatial moments are obtained. A new energy functional is defined for this system. This function tends to zero as time goes to infinity.
