    Let \(F\) be a finite field or a local field of any characteristic, let \(A\) be a finite dimensional associative nilpotent algebra over \(F,\) and let \(1 + A\) be the set of all formal expressions of the form \(1 + x\), where \(x \in A\). Then, \(1 + A\) is a group with respect to the operation \((1 + x)(1 + y) = 1 + (x + y + xy)\). Moreover, when \(F\) is endowed with its natural topology, \(A\) inherits a natural topology from \(F\), and \(1 + A\) becomes a locally compact, second countable topological group. In the paper under review, the author proves the following theorem, first conjectured by \textit{E. Gutkin} [Funct. Anal. Appl. 7, 322--323 (1974); translation from Funkts. Anal. Prilozh. 7, No. 4, 80 (1973; Zbl 0285.20041)]. Theorem 1.1. Let \(\pi : 1 + A \to U(\mathcal{H})\) be a unitary irreducible representation of \(1 + A\) on a complex Hilbert space \(\mathcal{H}\). Then, there exist an \(F\)-subalgebra \(B\) of \(A\) and a unitary character \(\alpha : 1 + B \to \mathbb{C}^{\times}\) such that \(\pi \cong \operatorname{u-Ind}_{1+B}^{1+A}\alpha\), where \(\operatorname{u-Ind}_{1+B}^{1+A}\) denotes the operation of unitary induction.
