    In the first part of this paper, the authors provide a new definition of the \((\mathcal{J}, \mathcal{M})\)-index within a variational setting, via the concept of relative Morse index. Based on this new definition, in the second part of the paper, the authors provide a new application of the \((\mathcal{J}, \mathcal{M})\)-index theory for studying differential delay systems. This new approach uses the relationship between the \(\mathcal{M}\)-boundary problem of a Hamiltonian system and the \((\mathcal{J}, \mathcal{M})\)-index theory.
