Let \(B_2^{n+1}(0)\) be the open ball in the \((n+1)\)-dimensional Euclidean space \(\mathbb R^{n+1}(n\geq 2\) with radius 2 and center at the origin. Denote by \({\mathcal L}\) the family of oriented, smooth, immersed, stable, minimal hypersurfaces in \(B_2^{n+1}(0)\) of finite volume. Let \(\bar{\mathcal L}\) be the closure of \({\mathcal L}\) in the varifold topology. The author proves that any cone \(\underline{\mathcal C}\in {\mathcal L}\) that has vertex density strictly between 1 and 3 and lies near a pair of hyperplanes must itself be a pair of hyperplanes. This is an extension of Allard's regularity theorem [cf. \textit{W. K. Allard}, Ann. Math. (2) 95, 417--491 (1972; Zbl 0252.49028)].
