[For part I, see \textit{P. Balmer} and \textit{M. Matthey}, Topology Appl. 145, 11--59 (2004; Zbl 1060.18009).] Let \({\mathcal S}\) be a cofibrantly generated simplicial model category, let \({\mathcal C}\) be a small category, and let \({\mathcal D}\) be a full subcategory of~\({\mathcal C}\). Then there is a model category \({\mathcal U}_{\mathcal S}({\mathcal C},{\mathcal D})\) such that the underlying category is the category~\({\mathcal S}^{\mathcal C}\) of \({\mathcal C}\)-indexed diagrams in~\({\mathcal S}\) and the model structure is determined by the objects of~\({\mathcal D}\). The authors describe a method for constructing cofibrant approximations in \({\mathcal U}_{\mathcal S}({\mathcal C},{\mathcal D})\). They are obtained from a particular cofibrant approximation for a particular diagram in \({\mathcal U}_{\mathcal S\mathcal S}({\mathcal D}^{\text{op}}\times{\mathcal C},{\mathcal D}^{\text{op}}\times{\mathcal D})\), where \({\mathcal S\mathcal S}\) is the category of simplicial sets. Under certain conditions, the authors deduce that the standard homotopy colimit is equivalent to a left derived functor of the ordinary colimit.
