    This paper is composed of two parts. The first one is a concise summary of the preliminary result obtained earlier and published elsewhere (cf. [\textit{E. Frénod} and \textit{E. Sonnendrücker}, Asymptotic Anal. 18, No. 3--4, 193--213 (1998; Zbl 0936.82032); SIAM J. Math. Anal. 32, No. 6, 1227--1247 (2001; Zbl 0980.82030)] and [\textit{D. Han-Kwan}, ESAIM, Math. Model. Numer. Anal. 46, No. 4, 929--947 (2012; Zbl 1310.76190)]). These investigations are connected with magnetic confinement for plasma fusion, the dynamics of a population of charged particles under the action of a strong uniform magnetic field. The plasma is considered to be in the finite Larmor radius regime, the particle distribution fluctuates at the Larmor radius scale along the orthogonal directions with respect to the magnetic field. Therefore, the two-dimensional setting is used. The Boltzmann-Vlasov equation and Poisson equations are the starting point. The distribution function is obtained in the asymptotic regime. The fast time variables persist in the limit model and the computation of the velocity and acceleration vector fields of the limit Vlasov equation requires the resolution of the Poisson equation for every couple of slow/fast time variables. A~convergence result toward a simpler model has been found by \textit{M. Bostan} [Asymptotic Anal. 61, No. 2, 91--123 (2009; Zbl 1180.35501)] which is valid for well-prepared initial data only. Now this paper is devoted to apply to general initial data. A~limit model is found with a rather simple equation. It is a fully explicit nonlinear transport equation whose characteristic system is Hamiltonian (with respect to the appropriate variables) which can be studied in a much simpler way. The following part of the paper is concentrated on the elaboration of this statement.
