    The author proves the theorem in the title. That is, it is well-known that \(\Gamma\)-spaces model all connective spectra in algebraic topology. It was proved in [\textit{M. A. Mandell, J. P. May, S. Schwede} and \textit{B. Shipley}, Proc. Lond. Math. Soc., III. Ser. 82, No. 2, 441--512 (2001; Zbl 1017.55004)], inexplicably not cited in this paper, that \(\Gamma\)-rings (monoids in the category of \(\Gamma\)-spaces) model all connective \(S\)-algebras. However, the question was left open in that paper as to whether commutative \(\Gamma\)-rings model all connective commutative \(S\)-algebras. That is, given a commutative \(S\)-algebra \(E\), must there be a commutative \(\Gamma\)-ring \(R\) and a zigzag of weak equivalences of commutative \(S\)-algebras relating \(R\) (thought of as a commutative \(S\)-algebra) and \(E\)? In this paper, the author proves that the answer is no by showing that the Dyer-Lashof operations must act trivially in the degree \(0\) part of the homology of a commutative \(\Gamma\)-ring.
