    The Bergman space \(A^ 2\) is the Hilbert space of analytic functions on the unit disc which are square integrable with respect to area measure. For \(f\in A^ 2\), \(| f|\) denotes the smallest closed algebra containing the products pf for all polynomials p; the paper concerns necessary and sufficient conditions for f to be cyclic, that is for \(| f| =A^ 2\). There is a necessary condition for singular inner functions f which is due to \textit{H. S. Shapiro} [Math. Sb., Nov. Ser. 73(115), 320-330 (1967; Zbl 0181.076)] and concerns certain subsets of the unit circle termed Beurling-Carleson-Hayman (BCH) sets. Here a generalization of this condition is developed and shown to be sufficient under some additional growth restrictions. A central technique involves the localization of the notion of ''outer'' function which reflects a function's behavior on BCH sets. Among the consequences, it is proven that if \(f\in A^ 2\), \(f^{-1}\in A^ 2\), and f is in the Nevanlinna class, then f is cyclic, answering a question of \textit{D. Aharonov}, \textit{H. S. Shapiro} and \textit{A. L. Shields} [J. Lond. Math. Soc., II. Ser. 9, 183-192 (1974; Zbl 0316.30025)]. Consideration is also given to the weighted Bergman spaces.
