The main theme of the paper is the mapping properties of the fractional integral operators with homogeneous kernels on Morrey spaces with variable exponents, more exactly, the author shows their boundedness. Fractional integral operators are a generalization of the fractional integral operators (Riesz potentials) -- they are given by \[ T_{\Omega,\alpha}f(x)=\int_{\mathbb R^n}\frac{\Omega(x-y)}{|x,y|^{n-\alpha}}\,f(y)\,dy, \] where~\(\Omega\) is a homogeneous function, \(\Omega(\lambda x)=\Omega(x)\), and \(0<\alpha<n\). Further, Lebesgue spaces with variable exponent contain functions~\(f\) with the property \[ \int_{\mathbb R^n}|f(x)|^{p(x)}<\infty \] for a function \(p:\mathbb R^n\to[1,\infty)\), and Morey spaces with variable exponent are a generalization of Lebesgue spaces with variable exponent. For the proof, notions and techniques from harmonic analysis, such as the weighted norm inequalities, the extrapolation theory, and the block spaces are used. The paper is well-organized and well-written. All the necessary notions and previous results are introduced. Many literature hints help the interested reader to find more details on the involved topics. The proofs are technical.
