    This is Part II of the author's work on fractional moments of Dirichlet \(L\)-functions [Part III, ibid. 47, No. 2, 228--241 (2007; Zbl 1113.11052)]. Let \[ I_k(T,\chi) := \int_0^T| L(\textstyle{1\over2}+it,\chi)|^{2k}\,dt, \] and let \(\chi\) be a primitive character modulo \(q\) with the corresponding \(L\)-function \[ L(s,\chi) =\sum_{n=1}^\infty \chi(n)n^{-s}\qquad(\text{Re}\, s >1). \] The author is interested in the bounds, as \(T\to\infty\), \[ I_k(T,\chi) \geq c_1(k,q)\,T(\log T)^{k^2}\tag{1} \] and \[ I_k(T,\chi) \leq c_2(k,q)\,T(\log T)^{k^2},\tag{2} \] where \(c_1(k,q) \leq c_2(k,q)\) are suitable positive constants. He proves the following: 1. If \(k\geq0\) is rational, then (1) holds. 2. If \(k = 1/n\), where \(n\in \mathbb N\), then (2) holds. 3. If \(k>0\) is any rational number, then (1) holds under the Generalized Riemann Hypothesis. 4. Under the Generalized Riemann Hypothesis (2) holds for any \(0\leq k\leq 2\). The proof uses the ideas from the work of \textit{D. R. Heath-Brown} [Q. J. Math. Oxf. (2) 44, 185--197 (1993; Zbl 0798.11031)].
