The article presents a construction of biorthogonal wavelet bases on domains or manifolds which cannot be fitted with a uniform grid structure. By construction both families of wavelets and of dual wavelets are locally supported. Another principal advantage of the applied method is that the dual wavelets are determined to be continuous piecewise polynomial. It is shown that the constructed wavelets generate a Riesz base for a scale of the Sobolev spaces \(H^{s}(\Omega)\) or \(H^{s}_{0}(\Omega)\). The complete construction of a biorthogonal base on nonuniform meshes is reduced to a construction on a reference element. Concrete realizations of the proposed scheme to construct biorthogonal bases on nonuniform meshes are presented.
