Let \(Y\) be a normal projective variety over an algebraically closed field \(\mathbb{K}\) of characteristic zero polarized by an ample divisor \(H\). The authors give a geometric criterion of existence of a non-trivial algebraic action of the one-parameter unipotent group \(\mathbb{G}_a=(\mathbb{K},+)\) on an affine cone \(X\) over \(Y\). Namely, such an action exists if and only if \(Y\) contains an open subset \(U=Y\setminus\text{Supp}(D)\), where \(D\)i is an effective \(\mathbb{Q}\)-divisor on \(Y\) such that \([D]\in\mathbb{Q}_+[H]\) in the group \(\text{Pic}_{\mathbb{Q}}(Y)\), and \(U\cong Z\times\mathbb{A}^1\) for some variety \(Z\). Such an open subset is called an \(H\)-polar cylinder on \(Y\). This result extends Theorem~3.1.9 in [\textit{T. Kishimoto} et al., CRM Proceedings and Lecture Notes 54, 123--163 (2011; Zbl 1257.14039)] by removing some unnecessary extra assumption \(\text{Pic}(U)=0\). The proofs of these two results are pretty much different.
