    Let \(M\) be an irreducible locally symmetric space of noncompact type of finite volume. It is the double coset space \(\Gamma\backslash G/K\) associated to a lattice \(\Gamma\) in a semisimple Lie group \(G\). The following two theorems constitute the main results of the paper: Theorem 1. \(M\) can be given a complete metric of uniformly positive scalar curvature \(\kappa \geq \epsilon >0\) if and only if \( \Gamma\) is an arithmetic group of \( \mathbb Q\)-rank at lest \(3\). Theorem 2. If \(\Gamma\) is an arithmetic group of \( \mathbb Q\)-rank at least \(3\) then there exists a non-resolvable homology manifold proper homotopically equivalent to \(M\). If \(\Gamma \) is arithmetic group of \( \mathbb Q\)-rank \(0\) or \(1\) then \(M\) is properly rigid. For \(\mathbb Q\)-rank \(2\), if one knows the Borel conjecture for the fundamental group at infinity, then \(M\) is properly rigid.
