The conjecture in the title was stated by Gross for global fields (it is formulated in section 1 of the present paper). The conjecture is proved here for function fields, using Drinfeld modules. Analogy is shown between the case of a function field and the case of \(\mathbb Q\). So the method leads to a new proof of the conjecture over \(\mathbb Q\).
