    The notion of a quantum Lévy process generalizes that of a classical Lévy process on a semigroup. In an algebraic framework this has been developed in [\textit{M. Schürmann}, White noise on bialgebras. Berlin: Springer-Verlag (1993; Zbl 0773.60100)] and, studying quantum stochastic convolution cocycles, it has been extended to compact quantum groups and operator space coalgebras in Parts I and II [\textit{J. M. Lindsay} and \textit{A. G. Skalski}, Ann. Inst. Henri Poincaré, Probab. Stat. 41, No. 3, 581--604 (2005; Zbl 1074.81044) and Commun. Math. Phys. 280, No. 3, 575--610 (2008; Zbl 1149.81015)] of the present series of papers. With the recent development of a satisfactory theory of locally compact quantum groups, a further extension to such a setting becomes desirable, and this is achieved in the present paper. Technically it requires a rather careful study of additional \(C^{*}\)-algebraic methods, strict topology and multiplier algebras, as well as embeddings into the universal enveloping von Neumann algebra. This is worked out in detail. The main setting is that of a multiplier \(C^{*}\)-bialgebra. Strict extension results obtained by \textit{J. Kustermans} and \textit{S. Vaes} [Ann. Sci. Éc. Norm. Supér. (4) 33, No. 6, 837--934 (2000; Zbl 1034.46508)], together with automatic strictness properties developed here, are exploited to obtain existence and uniqueness for coalgebraic quantum stochastic differential equations in this setting. Then, in the counital case, quantum stochastic convolution cocycles and the associated convolution semigroups as well as a notion of a weak quantum Lévy process are introduced. Best results are obtained for Markov-regular cocycles, i.e., the associated semigroups are norm-continuous. In this case, the convolution semigroup generator is referred to as the generating functional of the process. A nonunital generalization of M. Schürmann's representation theorem is proved: For a real and conditionally positive linear functional on a counital multiplier \(C^{*}\)-bialgebra so that its strict extension maps \(1\) to \(0\), there exists a Markov-regular Fock space quantum Lévy process with the given functional as its generating functional. Hence, every Markov-regular quantum Lévy process on a counital multiplier \(C ^{*}\)-bialgebra is equivalent to one governed by a quantum stochastic differential equation on a symmetric Fock space. This is a very general result which provides a large class of quantum Lévy processes. The authors indicate for which steps in their arguments further generalizations are possible, for example, for \(C^*\)-hyperbialgebras.
