Recently, several authors investigated the problem of determining the integrable nature of discrete dynamical systems. At the same time, only a very few results are known about the non-integrability of discrete dynamical systems. This paper contributes to this problem, more precisely, the authors investigate the problem of characterizing the local \(\mathcal{C}^{m}\)-non-integrability near elliptic fixed points of smooth planar preserving maps, where \(m\in \mathbb{N}\) is fixed. A planar map \(F\) is said to be \textit{\(\mathcal{C}^{m}\) locally integrable at an elliptic fixed point \(p\)}, if there exist a neighborhood \(U\) of \(p\) and a locally non-constant real valued function \(V\in \mathcal{C}^{m}(U)\), with \(m\geq 2\) such that \[ V(F(x))=V(x), \] all the level curves \(\left\{V=h\right\}\cap U\) are closed curves surrounding \(p\), further \(p\) is an isolated non-degenerate critical point of \(V\) in \(U\). The main result of the paper is the following: Let \(F\) be a \(\mathcal{C}^{2n+2}\)-planar map defined on an open set \(U\subset \mathbb{R}^{2}\) with an elliptic fixed point \(p\), not \((2n+1)\)-resonant, and such that its first non-vanishing Birkhoff constant is \(B_{n}=i b_{n}\) for some \(n\in \mathbb{N}\) and \(b_{n}\in \mathbb{R}\setminus \left\{0\right\}\). Moreover, assume that \(F\) is a measure preserving map with non-vanishing density \(\nu\in \mathcal{C}^{2n+3}\). If, for an unbounded sequence of natural numbers \(\left\{N_{k}\right\}_{k\in \mathbb{N}}\), \(F\) has finitely many \(N_{k}\)-periodic points in \(U\), then it is not \(\mathcal{C}^{2n+4}\)-locally integrable at \(p\).
