    Let \(M\) be a smooth connected and complete Riemannian manifold and let \(c:M\times M \rightarrow \mathbb{R}\) be a locally semiconcave cost function i.e. in small enough charts \(c\) is the sum of a smooth and a concave function. Suppose also that \(c\) satisfies the conditions of uniform superlinearity and uniform boundedness. The function \(u\) is an \(\alpha \)-subsolution for \(c\) if \(u(y)-u(x)\leq c(x, y)+\alpha \) for all \((x, y)\in M\times M\). The critical constant \(\alpha [0]\) is the smallest constant such that there exist \(\alpha \)-subsolutions. The main result of the paper under review is: There is a \(C^{1, 1}\) function \(u_1:M\rightarrow \mathbb{R}\) which is an \(\alpha [0]\)-subsolution such that for every \((x, y)\in M\times M\) and for every \(\alpha [0]\)-subsolution \(u\), the following implication holds: \(u(y)-u(x)<c(x, y)+\alpha [0]\Longrightarrow u_1(y)-u_1(x)<c(x, y)+\alpha [0]\).
