The paper is about homotopy fixed points of actions of pro-finite groups on spectra. Let \(G\) be a pro-finite group. The homotopy fixed points of \(G\)-spectra can be defined abstractly, as the right derived functor of fixed points. However, in general there is no explicit model for the homotopy fixed points, which makes it difficult to prove some of the expected properties of the construction. For example, if \(H\) is a normal closed subgroup of \(G\), and \(X\) is a \(G\)-spectrum, it is not known in general that \(X^{hH}\) inherits the structure of a \(G/H\)-spectrum. In the current paper the author constructs a rather concrete model for the homotopy fixed points spectrum \(X^{hG}\) when \(G\) has finite virtual cohomological dimension. As an application, it is proved that if \(G\) has finite v.c.d. and \(H\) is a closed normal subgroup of \(G\) then \(X^{hH}\) does inherit a natural action of \(G/H\).
