    A congruence \(B\) of lines in \(\mathbb P^n\) is an \((n-1)\)-dimensional family of lines. Its degree is the number of lines of \(B\) through a general point. Roughly speaking, the focal locus \(F\) of \(B \subset \mathbb P^n\) is the set of critical values of the projection \(\Lambda \to \mathbb P^n\), where \(\Lambda\) is the total space of \(B\). First, the author proves \(\dim (F) \geq (n-1)/2\), unless \(B\) is the set of all lines through a fixed \(P\in X\). His main result is the complete classification of all \(B\) such that \(F\) is one-dimensional (and hence \(n\leq 3\)); if \(n=2\), then \(B\) is the dual of an irreducible curve (not a line); if \(n=3\), then \(B\) has order one and there are two cases with \(F\) reducible and one case with \(F\) irreducible.
