    This paper is devoted to elucidating a number of results of \textit{M. Kapranov} [J. Am. Math. Soc. 14, 239--262 (2001; Zbl 0958.20005)]. As is indicated in the title the object of the investigation is the representation theory of groups of the type \(G(\mathbf F)\) where \(\mathbf F\) is a 2-dimensional local field, that is, a field \(\mathbf K(t)\) where \(\mathbf K\) is a local field. The goal here is to understand these representations from a categorial point of view. The theory of the induction and restriction functors turns out to be very delicate, and the main part of the paper is devoted to definig and analyzing them. One of the unexpected consequences of this analysis is that in attempting to make sense of the notion of the Schwartz space the authors are led to a natural representation of a central extension of \(G(\mathbf F)\).
