    In the authors' previous paper with \textit{G. Gibbons} [Commun. Math. Phys. 120, 295-334 (1987; 661.53064)] there has been given a general classification of four dimensional bosonic theories leading to three dimensional reductions allowing for ``Elhers-Harrison'' type transformations. The present paper is devoted to a detailed analysis of the group theoretical structure of the three dimensional space sigma models. This leads to an abstract parametrization in terms of triangular group elements and allows for a uniform treatment of all these models. The authors give as an application, a simple derivation of a ``Quadratic Mass Formula'' for strictly stationary black holes.
