    Let \((R,\mathfrak m)\) be a normal Noetherian domain with \(R\) local or graded over a field. The ring \(R\) satisfies the uniform symbolic topology property (USTP) of \textit{C. Huneke} et al. [J. Pure Appl. Algebra 219, No. 3, 543--550 (2015; Zbl 1304.13002)] if there exists a positive integer \(D\) such that the symbolic power \(P^{(aD)}\) is contained in the ordinary power \(P^a\) for all prime ideals \(P\) in \(R\) and all positive integers \(a\). Theorems of \textit{L. Ein} et al. [Invent. Math. 144, No. 2, 241--252 (2001; Zbl 1076.13501)], \textit{M. Hochster} and \textit{C. Huneke} [Invent. Math. 147, No. 2, 349--369 (2002; Zbl 1061.13005)], and \textit{L. Ma} and \textit{K. Schwede} [``Perfectoid multiplier/test ideals in regular rings and bounds on symbolic powers'', Preprint, \url{arXiv:1705.02300}] show that regular rings (in all characteristics, including mixed characteristic) satisfy the USTP. The present paper reinterprets results of Lipman, to deduce that when \(R\) is a two-dimensional rational singularity, then it satisfies the USTP. An effective multiplier \(D\) is obtained when \(R\) is the coordinate ring of a simplicial toric surface and when \(R\) is coordinate ring of a rational double point.
