    The main purpose of this investigation is to point out the exponential synchronization issue of time-varying multi-weights network with time delays (TMNTD) via periodic self-triggered intermittent sampled-data control. The application of the theoretical results has in view the investigation of the synchronization of time-varying multi-weights Chua's circuits with time delays (TMCTD). In addition, this employs the synchronization of TMCTD based on periodic self-triggered intermittent sampled-data control (PSISC) to design an image encryption algorithm. The main two contributions of this paper are the following. 1. A novel PSISC is designed to realize the synchronization of TMNTD. This combines the advantages of periodic self-triggered control and intermittent control with sampled-data, which is easier to implement and more practical. 2. Exponential synchronization of TMNTD has many applications in various fields. In this paper a new image encryption algorithm based on PSISC is proposed. Further, some numerical examples are presented to verify the effectiveness of the obtained algorithm. They show that the algorithm has good performance.
