The author continues his studies of the arithmetic function \(r_ 2(n)=\sum_{m+k=n}\Lambda(m)\Lambda(k)\) closely related to the binary Goldbach problem (his part I was [Acta Arith. 58, No. 2, 173--179 (1991; Zbl 0733.11035)]). The expected value of \(r_ 2(n)\) is \(nS_ 2(n)\), where \(S_ 2(n)\) is a certain product over primes. The following result is proved, under the Riemann hypothesis: \[ \sum_{n\leq X}(r_ 2(n)- nS_ 2(n))=- 4X^{3/2}\text{Re}\left[\sum_{\gamma>0}{X^{i\gamma}\over (1/2+i\gamma)(3/2+i\gamma)}\right]+O((X\log X)^{4/3}), \] where \(\gamma\) runs over imaginary parts of the zeros of Riemann's zeta function.
