    Let \(I\) be an \({\mathfrak m}\)-primary ideal in a Cohen-Macaulay local ring \((A,{\mathfrak m})\). In this article, the author studies the Buchsbaum property of the Rees algebra \(R(I)= A[It]\) of \(I\) and the associated graded ring \(G(I)= \bigoplus I^n/I^{n+1}\) of \(I\). Namely: Theorem 1.1. Let \(Q=(a_1,a_2, \dots, a_d)\) be a minimal reduction of \(I\) and let \(f_i=a_it\). Then the following five conditions are equivalent. (1) \(G(I)\) is a Buchsbaum ring; (2) \(f_1,f_2, \dots, f_d\) of \(R(I)\) form a \(d^+\)-sequence on \(G(I)\); (3) \(R'(I)=A [It,t^{-1}]\) is a Buchsbaum ring; (4) \(I^3=QI^2\) and \(H^i_M (G(I))= [H^i_M(G(I))]_{-i} +[H^i_M(G(I))]_{2-i}\) for all \(i\leq d-1\); (5) \(I^3= QI^2\) and \(H^i_N(R'(I)) =[H^i_N(R'(I))]_{2-i}\) for all \(i\leq d\). Theorem 1.2. With the same notation as theorem 1.1, assume \(d\geq 2\). Then the following three conditions are equivalent: (1) \(R(I)\) is a Buchsbaum ring; (2) \(G(I)\) is a Buchsbaum ring; (3) \(I^3=QI^2\) and \(H^i_M(R(I))= [H^i_M (R(I))]_{2-i}\) for all \(i\leq d\).
