    According to the classical theory of measurement, all strong forms of scientific measurement have to be based on an observable ordering and an observable commutative and associative operation. Stevens proposed a new method based on subjective estimations. In this article, it is argued that from the mathematical standpoint, Stevens' theory of measurement is the same as the classical one. A theory of qualitative measurement is also presented and compared with Stevens' theory.
