    The author considers torsion problems for a multiply connected region \(\Omega\) in the plane assuming the stress function, u, to be a weak solution of \[ \sum^{2}_{i,j=1}\frac{\partial}{\partial x_ j}(a_{ij}(x)\frac{\partial u}{\partial x_ i})+2 = 0\quad in\quad \Omega, \] \[ u=0\quad on\quad \partial G,\quad u=C_ k\quad on\quad \partial S_ k,\quad k=1,2,...,m, \] where \(\partial G\) is the outer boundary and \(\partial S_ k\) the boundaries of inner holes. The \(C_ k\) are not given a priori but determined from auxiliary integral conditions. Using rearrangements and an assortment of inequalities the author derives analogues of a number of results that are known for the case \(a_{ij}=\delta_{ij}\), i.e. bounds for \(| u|\), \(| \text{grad} u|,\) and the torsional rigidity. Most of these results are isoperimetric.
