The Lubin-Tate theory of formal complex multiplication for local fields of characteristic 0 or p uses the theory of formal groups to construct the maximal abelian extension of the ground field and to identify the reciprocity law. The current paper works with ground fields which are formal power series with a finite coefficient field, and explicitly establishes the Lubin- Tate theory for abelian p-extensions in characteristic p. The essential point is a direct description of ramified abelian extensions in terms of formal power series corresponding to certain Witt vectors, and an associated description of local reciprocity.
